Root Causes of Weak Clean Energy & Climate Resilience in The Gambia

 

1. Dependence on Imported Fossil Fuels

  • Heavy reliance on expensive rental power and imported fuel drives up electricity costs.
  • Exposure to global oil price shocks creates instability in energy supply and national budgets.
     

2. Underdeveloped Renewable Energy Infrastructure

  • Solar and wind potential remain largely untapped.
  • Limited investment in renewable grids, storage systems, and hybrid solutions.
  • Weak incentives for households and businesses to adopt clean energy.
     

3. Unreliable National Grid and Energy Losses

  • Outdated distribution systems result in frequent outages and high transmission losses. 
  • Poor last-mile connectivity leaves many rural communities in darkness.
     

4. Urban Waste and Environmental Degradation

  • No structured nationwide recycling program; most waste ends up in open dumps.
  • Plastic pollution and poor sanitation undermine public health and tourism.
  • Lack of waste-to-energy or circular economy initiatives.
     

5. Climate Vulnerability and Coastal Erosion

  • Rising sea levels threaten Banjul and coastal settlements.
  • Erratic rainfall disrupts agriculture and food security 
  • Weak integration of climate resilience into infrastructure projects.

  • Weak coordination among ministries and agencies slows implementation.
  • Limited technical expertise to design, monitor, and scale green projects.
     

Feasible, Outcome-Based Approaches (GEP’s Vision)

 

1. Transition to Renewable Energy

  • Action: Scale up solar farms, wind projects, and pilot geothermal studies; incentivize private and household adoption through subsidies and tax breaks. Integrate renewables into the national grid.
     
  • Outcome: By 2030, at least 60% of Gambia’s energy mix comes from clean sources, reducing costs and ensuring energy independence.
     

2. Invest in Green Infrastructure

  • Action: Launch a National Green Infrastructure Fund to modernize public buildings with solar panels, green roofing, and water recycling systems. Develop climate-resilient roads, ports, and drainage systems.
     
  • Outcome: Lower carbon footprint, extended infrastructure lifespan, and increased resilience to floods and extreme weather.
     

3. Nationwide Recycling and Waste-to-Value Programs

  • Action: Establish structured recycling centers in every region, enforce plastic bans, and invest in waste-to-energy projects. Encourage private enterprises in circular economy initiatives.
     
  • Outcome: Cleaner cities, job creation in green industries, reduced landfill dependence, and a healthier environment.
     

4. Protect Coastal Communities and Ecosystems

  • Action: Build sea walls and mangrove restoration projects along vulnerable coastlines. Establish protected marine zones and sustainable fishing policies.
     
  • Outcome: Safeguarded coastal settlements, preservation of biodiversity, and sustainable fisheries for future generations.
     

5. Mainstream Climate Resilience into Development

  • Action: Require all major infrastructure projects to meet climate-proofing standards. Integrate early-warning systems for floods and droughts. Expand climate-smart agriculture techniques.
     
  • Outcome: Reduced disaster losses, stable food production, and long-term adaptation to climate shocks.
     

6. Institutional Reform and Capacity Building

  • Action: Establish a National Clean Energy & Climate Commission with independent oversight. Train engineers, planners, and policymakers in renewable energy and resilience.
     
  • Outcome: A capable, accountable system that delivers climate goals, attracts green investment, and builds national expertise.
     

7. Position The Gambia as Africa’s Clean Energy Leader

  • Action: Launch an international campaign branding The Gambia as “Africa’s Green Jewel.” Develop flagship projects like a 100MW solar farm, green tech incubators, and carbon credit programs.
     
  • Outcome: Attract international investors, boost tourism, and inspire Gambians with national pride in becoming one of Africa’s cleanest, most sustainable countries.

For decades, our nation’s promise has been constrained by underutilized potential, systemic inefficiencies, and an inherited culture of dependency that has hindered true progress. Today, GEP charts a different course; one of bold transformation, where The Gambia does not merely strive to catch up with its peers but positions itself to surpass them. Rwanda has shown Africa and the world that visionary leadership, disciplined reforms, and technological ambition can redefine a nation’s trajectory.
