Root Causes of Weak Governance, Accountability & Rule of Law in The Gambia

 

1. Endemic Corruption and Weak Enforcement

  • Widespread corruption across government offices due to weak enforcement of anti-corruption laws.
  • Overlapping roles of institutions create loopholes and dilute accountability.
  • Public funds often diverted or mismanaged without consequences.
     

2. Opaque and Inefficient Government Systems

  • Manual processes in government lead to delays, bureaucracy, and opportunities for bribery.
  • Lack of digital platforms means poor records management, weak transparency, and low efficiency.
  • Citizens have limited access to data on budgets, procurement, or public service delivery.
     

3. Weak Rule of Law and Judicial Independence

  • Judiciary underfunded and vulnerable to political interference.
  • Delays in court processes deny justice for ordinary citizens.
  • Lack of access to affordable legal services, especially in rural areas.
     

4. Democratic Deficits and Civic Exclusion

  • Citizens feel disconnected from decision-making processes.
  • Youth and women often excluded from political participation.
  • Diaspora Gambians, who contribute significantly through remittances, have limited representation in governance.
     

5. Lack of Performance Accountability in Public Sector

  • No clear performance benchmarks or evaluation systems for ministries and agencies.
  • Weak oversight of public procurement and contract awards.
  • Limited protection for whistleblowers who expose malpractice.

Feasible, Outcome-Based Approaches (GEP’s Vision)

 

1. Digitize Government for Transparency & Efficiency

  • Action: Roll out e-governance platforms for procurement, licensing, taxation, and service delivery. Digitize land registries, business licensing, and budget tracking.
     
  • Outcome: Reduced corruption opportunities, faster service delivery, and transparent government processes accessible to all Gambians.
     

2. Eliminate Corruption Through Independent Oversight

  • Action: Establish a truly independent Anti-Corruption Commission with prosecutorial powers. Enforce strict asset declarations for public officials, monitored annually.
     
  • Outcome: End impunity, restore trust in public institutions, and ensure public funds are used for citizens, not elites.
     

3. Strengthen Rule of Law and Judicial Independence

  • Action: Increase funding to the judiciary, create an independent Judicial Service Commission, and expand legal aid services nationwide. Digitize court systems to reduce backlogs.
     
  • Outcome: A judiciary free from political influence, faster access to justice, and equal protection of the law for every Gambian.
     

4. Deepen Democracy and Civic Inclusion

  • Action: Institutionalize citizen consultations on national policies, strengthen women and youth quotas in leadership, and enable diaspora voting and representation in national assemblies.
     
  • Outcome: A government that reflects the will of all Gambians, at home and abroad, empowering citizens to shape their future.
     

5. Public Sector Accountability Framework

  • Action: Introduce performance scorecards for ministries, publish quarterly reports, and digitize procurement with open contract portals. Protect whistleblowers through law.
     
  • Outcome: Ministries and agencies are held accountable to citizens, misuse of funds is curbed, and efficiency becomes the norm in public service.
     

6. Engage Diaspora as a Governance Partner

  • Action: Establish a Diaspora Council to advise on policies, investment, and governance reforms. Allow diaspora Gambians to participate in elections and policy debates through digital platforms.
     
  • Outcome: Taps into the diaspora’s expertise, resources, and networks, ensuring national progress is a collective effort beyond borders.

For decades, our nation’s promise has been constrained by underutilized potential, systemic inefficiencies, and an inherited culture of dependency that has hindered true progress. Today, GEP charts a different course; one of bold transformation, where The Gambia does not merely strive to catch up with its peers but positions itself to surpass them. Rwanda has shown Africa and the world that visionary leadership, disciplined reforms, and technological ambition can redefine a nation’s trajectory. GEP believes The Gambia can achieve even greater heights.

  • Build world-class roads, bridges, ports, and airports to position The Gambia as a West African trade hub

  • Expand digital infrastructure—nationwide broadband, 5G connectivity, and smart transport systems.
     

2. Economic Diversification & Independence

  • Shift from aid dependency to a self-sustaining, export-driven economy.
