Root Causes of Youth and Women Disempowerment in The Gambia

 

1. Skills Mismatch and Weak School-to-Work Transitions

  • Training programs often lack alignment with actual employer demand. 
  • Youth graduate without skills relevant to the local economy (tourism, agro, construction, ICT).
  • No structured bridges between education and employment.
     

2. High Levels of Inactivity Among Youth

  • Large numbers of youth are neither in school, training, nor formal employment.
  • Foundational skills gaps leave many unprepared for the labor market.
  • Lack of accessible career guidance or job placement services.
     

3. Limited Opportunities for Women and Girls

  • Cultural norms and systemic barriers restrict women’s participation in business and politics. 
  • High dropout rates among girls due to early marriage, poverty, or lack of sanitary facilities in schools.
  • Gender wage gaps persist in formal employment.
     

4. Barriers to Entrepreneurship

  • Lack of access to financing, coaching, and markets prevents youth and women from starting or sustaining businesses. 
  • Weak ecosystems for incubation and mentorship.
     

5. Digital Divide

  • Limited access to reliable internet and digital skills training excludes youth from the global services economy.
  • Connectivity gaps, particularly in rural areas, hinder access to remote work and online opportunities.
     

6. Returnee Reintegration Challenges

  • Young people returning from “back-way” migration face economic, social, and psychosocial barriers.
  • No systemic support for skills recognition, counseling, or job placement.
     

7. Lack of Representation in Decision-Making

  • Youth and women are underrepresented in politics, governance, and leadership structures.
  • Policies are often designed without consulting the very groups they affect.
     

Feasible, Outcome-Based Approaches (GEP’s Vision)

 

1. Demand-Led Skills & Employment Pathways

  • Action: Co-design curricula with employers in tourism, agriculture, construction, ICT, and education. Introduce apprenticeship programs and wage subsidies for first-time job seekers.
     
  • Outcome: Increased employability, smoother school-to-work transitions, and higher job placement within 12 months of graduation.
     

2. Youth & Women Entrepreneurship Hubs

  • Action: Establish entrepreneurship centers that provide coaching, small grants, and buyer linkages for youth- and women-owned enterprises. Prioritize agro-processing, digital services, and creative industries.
     
  • Outcome: Growth of a new generation of SMEs, increased female entrepreneurship, and sustainable job creation.
     

3. Digital Skills & Connectivity for the Future Economy

  • Action: Deliver targeted digital training programs mapped to real e-services demand (coding, freelancing, digital marketing). Expand broadband access to rural communities.
     
  • Outcome: Youth can compete in the global digital economy, accessing remote jobs and exportable services.
     

4. Holistic Reintegration for Returnees

  • Action: Partner with IOM and local CSOs to create a reintegration system offering psychosocial support, vocational training, and job placement for returnees and at-risk youth.
     
  • Outcome: Returnees become productive citizens, reducing the cycle of risky migration.
     

5. Women’s Empowerment & Gender Equality Programs

  • Action:
     
    • Launch scholarships for girls in STEM.
    • Create a Women’s Enterprise Fund for female-led businesses.
    • Enforce policies to eliminate workplace discrimination and gender-based violence.
       
  • Outcome: Greater women’s participation in business and leadership, reduced gender wage gaps, and a stronger role for women in national development.
     

6. Youth & Women in Governance

  • Action: Institutionalize youth and women quotas in political representation. Create advisory councils where youth and women directly shape policy.
     
  • Outcome: Inclusive governance where decision-making reflects the needs and aspirations of the majority demographic.
     

7. National Career Guidance & Job Placement Services

  • Action: Introduce school-to-work services such as career counseling, nationwide job fairs, and public–private employment platforms. Provide incentives for graduates who stay and work in The Gambia.
     
  • Outcome: Reduced youth unemployment, less brain drain, and increased confidence in local opportunities.

  • Build world-class roads, bridges, ports, and airports to position The Gambia as a West African trade hub 
  • Invest in smart cities, modern housing, and sustainable urban planning. 
  • Expand digital infrastructure—nationwide broadband, 5G connectivity, and smart transport systems.
     

2. Economic Diversification & Independence

  • Shift from aid dependency to a self-sustaining, export-driven economy.
